FEMA's new maps may put my Clearwater or Safety Harbor home in a flood zone. Will I have to buy flood insurance, and can I appeal?

Short Answer

Not yet. The maps are preliminary and can't be used to require flood insurance. If your home ends up in a high-risk zone when the map takes effect, expected as early as mid-2027, and your mortgage is from a federally regulated or federally backed lender, your lender will generally require it. You can appeal with engineer or surveyor data until Nov. 17, 2026.

Is my home affected?

The new study maps about 1,390 acres of high-risk floodplain in the Alligator Creek watershed. The current map shows about 975. Check your address on FEMA's Flood Map Changes Viewer. In Clearwater, you can also use clearwaterfl.withforerunner.com. Clearwater says some properties may no longer need flood insurance under the new map.

When would I have to buy?

Only after the new map takes effect. FEMA makes a map effective six months after its Letter of Final Determination. Until then, preliminary data can't enforce the purchase requirement. Your lender decides what it requires.

Is there a discount?

FEMA offers a newly mapped discount. In general, it can apply if your home was in a lower-risk zone and you buy or renew within 12 months after the map update. The premium starts lower and rises gradually. Your insurance agent can tell you if you qualify. I originate the loan. I do not quote insurance.

Can I appeal?

Yes, until Nov. 17, 2026. An appeal needs technical data certified by a registered professional engineer or licensed land surveyor. A comment is for things like road names or boundaries.

Clearwater: file on clearwaterfl.withforerunner.com.

Unincorporated Pinellas: use the form on pinellas.gov/alligator-creek-watershed.

Safety Harbor: see the City's Flood Zone Information page.

What if I miss it?

After the map takes effect, you can ask FEMA for a LOMA or LOMR-F with survey data. FEMA says there is no fee and it typically takes 30 to 60 days.
