Alligator Creek Flood Maps: Owners, Act by Nov 17
FEMA's New Alligator Creek Flood Maps: What Clearwater and Safety Harbor Owners Should Know
FEMA has released preliminary flood maps for the Alligator Creek watershed. The high-risk area grows by about 415 acres across Clearwater, Safety Harbor and unincorporated Pinellas. The appeal and comment window closes Nov. 17, 2026. The new map is not final yet. It is expected to take effect as early as mid-2027. Here's how to check your address and what to do next.
Short answer: Nothing changes yet. Preliminary maps can't be used to require flood insurance. If your home ends up in a high-risk zone once the new map takes effect, and your mortgage is from a federally regulated or federally backed lender, your lender will generally require flood insurance. You can appeal with engineer or surveyor data until Nov. 17, 2026.
What changed on the Alligator Creek flood map
The Alligator Creek watershed covers nearly 8.7 square miles. It includes parts of unincorporated Pinellas, Clearwater and Safety Harbor.
The 100-year floodplain on the new study is about 1,390 acres. The current FEMA map shows about 975 acres. That's roughly 415 more acres, an increase of more than 40%.
Why the change? Pinellas County, the City of Clearwater and the Southwest Florida Water Management District paid for a detailed study of the watershed. It used LiDAR elevation data and split the watershed into more than 1,000 subbasins. The finer detail found low spots, small lakes and low-lying neighborhoods the old map missed.
Some owners may get good news. The City of Clearwater says some properties may no longer need flood insurance under the new map.
How to check your address on the Pinellas County flood zone map
- Open FEMA's Flood Map Changes Viewer. Type your address. It compares the current map with the preliminary one.
- In Clearwater, you can also use clearwaterfl.withforerunner.com. Scroll down and toggle between the Effective FIRM and Preliminary FIRM tabs.
- To see the map in force today, use FEMA's Flood Map Service Center.

When the new map takes effect
The new map is not in effect yet. First, FEMA reviews appeals and comments. Then it sends each community a Letter of Final Determination. The map takes effect six months after that letter.
Safety Harbor says the changes are scheduled to take effect in summer 2027. The date isn't set, so I'd plan for mid-2027 at the earliest.
Until then, FEMA says preliminary data can't be used to rate flood insurance or enforce the federal purchase requirement.
Flood insurance: when your lender will require it
Pinellas County says flood insurance is mandatory for most mortgage holders in the high-risk area, called the Special Flood Hazard Area. If your home ends up there once the new map takes effect, and your mortgage is from a federally regulated or federally backed lender, federal law generally requires flood insurance. Your lender decides what it requires. Ask your lender to confirm.
If your home moves out of the high-risk zone, the federal requirement goes away. Your lender still decides. The flood risk is reduced, not gone.
The newly mapped discount
FEMA has a discount for homes newly mapped into a high-risk zone. In general, it can apply if your home was in a lower-risk zone before and you buy or renew a policy within 12 months after the map update. It starts the premium lower and lets it rise gradually each year. Your insurance agent can tell you if you qualify and what papers you need.
Waiting periods and buying before the change
Flood policies usually have a waiting period before coverage starts. The standard wait is 30 days. If the new map puts your building in the high-risk zone, FEMA rules allow a 1-day wait for a policy bought within 13 months after the map takes effect. Pinellas County tells affected owners to contact their insurance agent about policy changes. I can't tell you whether buying now or later saves money. Ask your insurance agent to compare both for your home.
How to appeal or comment by Nov. 17
The 90-day appeal and comment period runs Aug. 19 to Nov. 17, 2026. Whether to appeal is your call. Here's what each one needs.
| Appeal | Comment | |
|---|---|---|
| What it is | A formal objection to a new flood zone, flood elevation or floodway | A fix to other map details, like a road name or a boundary |
| What it needs | Scientific or technical data showing the map is wrong, certified by a registered professional engineer or licensed land surveyor | A written correction |
FEMA says "it hasn't flooded in years" isn't enough for an appeal.
Where to file:
- Clearwater: go to clearwaterfl.withforerunner.com, click Submit, then "Alligator Creek Preliminary FIRM - Comment and Appeal Review." Questions: [email protected] or (727) 562-4567, option 7.
- Unincorporated Pinellas: use the online form linked on the County's Alligator Creek Watershed page.

Missed the deadline? Ask about a LOMA
A map can show a house in the high-risk zone when the house itself sits higher. After the new map takes effect, you can ask FEMA for a Letter of Map Amendment (LOMA) or a Letter of Map Revision Based on Fill (LOMR-F). You'll need survey information. FEMA says there is no fee and it typically takes 30 to 60 days.
Buying or selling in the area now
- Check both maps: the current one and the preliminary one.
- Get a flood insurance quote before your inspection period ends.
- Ask if the home has an elevation certificate. It helps with quotes and LOMA requests. Safety Harbor says it has certificates for some existing homes by request.
- Read the seller's flood disclosure. Florida law requires sellers to disclose past flood damage, flood claims and flood aid at or before contract. It does not cover flood zones or map changes, so check the maps yourself.
- Budget the monthly payment with flood insurance included.
